Council Adopts Kent Target 0 Action Plan; Commute Trip Reduction Update Presented

Kent’s City Council on June 3 adopted Resolution No. 2091, the Kent Target 0 Action Plan, a multimodal road‑safety strategy aimed at eliminating traffic deaths and serious injuries.
Transportation planner David Payne presented the Target 0 Action Plan, which aligns with the city’s Comprehensive Plan 2044 goal to eliminate traffic fatalities and serious injuries and uses a Safe System and data‑driven approach. Payne described the plan’s development—public engagement with more than 750 contributions, an advisory group and the identification of a high‑injury network to target systemic crash patterns. The plan bundles engineering and non‑engineering countermeasures (for example, safer crossings, enforcement and education) and incorporates equity considerations.
Councilmember (mover) read the motion to adopt Resolution 2091; the vote was unanimous.
Public Works transportation planner Lucy Wu also presented an update on the Commute Trip Reduction (CTR) program and the city’s four‑year CTR plan. Wu said the CTR law applies to worksites with 100 or more full‑time employees and that Kent’s recommended drive‑alone target is 69 percent citywide. The CTR four‑year plan was drafted in December 2024 and approved by WSDOT in February; staff told council the plan is scheduled for council adoption on June 17.
Council discussion focused on plan details, public engagement and next steps for integrating the Target 0 measures and CTR outreach into the city’s transportation program.
