Troy council advances voluntary EyeMed vision benefit; ordinance to amend benefits set for second reading

Troy — The Troy City Council received a personnel committee recommendation to prepare legislation authorizing the director of public service and safety to apply to EyeMed Vision Care LLC to offer voluntary vision insurance for eligible full‑time city employees and elected officials who participate in city health plans, and council gave the proposals first reading.

Personnel Committee Chair Missus Snead told council that the committee met May 27 and recommended preparing legislation authorizing the director to submit an application to EyeMed Vision Care LLC of Mason, Ohio for voluntary vision insurance and to amend the codified ordinances to add a vision benefit effective Sept. 1, 2025. “It is the recommendation of this committee that legislation be prepared ... to submit an application to EyeMed Vision Care LLC of Mason, Ohio for voluntary vision insurance and to amend ordinance chapter 141 benefit provisions to include a vision insurance plan,” Snead said during the committee report.

Council read Resolution R302025 by title and the resolution was placed on the agenda for second reading at the next meeting. Ordinance O17‑2025 — an amendment to Section 141.05 of Chapter 141 of the codified ordinances to add a vision coverage benefit and declared an emergency for purposes of the ordinance — was given first reading and is scheduled for a second reading at the following meeting.

Snead told council that the committee recommended the benefit be voluntary and available to all employees, union and nonunion, with an intended effective date of Sept. 1, 2025. The committee also requested emergency legislation to allow timely enrollment during the open enrollment period.

During questions after the reading, a council member asked whether the contract had been completed; the record shows committee discussion had occurred but the meeting did not establish a final, fully executed contract during the council session. Council did not approve a contract that night; it prepared legislation and scheduled second readings for the resolution and ordinance.

If adopted after the second reading, the city would allow employees eligible for city-provided health benefits to opt into vision coverage through the EyeMed offering; the ordinance would amend the codified ordinance chapter specified by the personnel committee. The resolution and ordinance as read specify the applicant (director of public service and safety) and the vendor (EyeMed Vision Care LLC) as presented to the committee.
