MADISON COUNTY — The Madison County Board of Supervisors approved a special use permit allowing multiple short-term lodging units on a 13.24-acre property known as River House at the Swinging Bridge, but staff told officials that two converted bungalows lack certificates of occupancy and cannot be rented until the building official signs off.
Applicant and property
Scott Sidley applied for the permit (case SUDash04Dash25Dash02) under Madison County zoning ordinance sections cited in the record to operate “more than one” short-term lodging unit. The property is identified as 36 Meadows Lane (Madison County tax map 21-40), is 13.24 acres, and is zoned A-1.
Staff findings and restrictions
Planning staff said the draft permit that accompanied the application proposes approval for the main house, Bungalow 1, and Bungalow 2, noting that those structures appear to be at the maximum capacity of the existing drain field. Staff told the commission that Bungalow 3 (the deck across the road) and the garage are expressly prohibited from being used as overnight accommodations unless the applicant returns to modify the special use permit.
Staff additionally reported that Bungalow 1 and Bungalow 2 were converted without proper permits and that the building official is working with the applicant to bring those units into compliance; the record states that the building official will issue a certificate of occupancy before those structures may be rented to the public.
