The Cedar City Council opened a public hearing on June 4 to consider an ordinance vacating a public right‑of‑way and a public utility easement near 803 West 600 South to permit a seminary redevelopment.
Staff explained that the right‑of‑way and rear yard public utility easements were legacy dedications from an old subdivision and that the property owner proposes to tear down the existing seminary building, combine parcels, and build a new seminary. As part of that plan the petitioner asked that the city vacate a short sidewalk‑dedicated right‑of‑way and unused backyard public utility easements and then dedicate a pedestrian access easement and required PUEs along 860 West and 600 South where needed for the new development.
Staff and the petitioner described the changes as: creating Lot 53A for the seminary building footprint, using Lot 53 or adjacent land for outdoor gathering space and placing parking on the west side of the new building with access from 600 South. The pedestrian access easement will align with a proposed crosswalk across 860 West and is intended to improve school‑time pedestrian routing that now sees frequent jaywalking.
No members of the public spoke on the item during the hearing; councilors closed the public hearing and agreed to place the ordinance on the consent calendar for formal action at the next meeting.
Staff noted the PUEs to be vacated are not currently in use and recommended the exchange of vacated areas for a newly dedicated pedestrian easement and PUEs along the frontage as appropriate.
