Council accepts petition to begin annexation review for roughly 57 acres near 4500 West and 800 North

The Cedar City Council accepted a petition on June 4 to initiate annexation review for approximately 57 acres in the vicinity of 4500 West and 800 North.

Rick Holman, representing the property owners, said the total parcel is roughly 82 acres and lies adjacent to city limits on the south, west and north sides. He said the surrounding land uses and master plan call for light industrial (I and M‑1) zoning and that the owners view the site as a potential area for light manufacturing.

Holman described access and utilities: a dedicated road (Master Planned Road / 4500 West) is available on the east side under Southern Utah University ownership; sewer service lies near the parcel’s northeast corner and water is expected to come from a main on U‑56. He noted crossing the Union Pacific rail line for additional access could require negotiation; Holman said Union Pacific historically limits crossings but may entertain them under exchange terms.

City staff confirmed this request is a petition acceptance — the start of the annexation process — and advised the council that annexation would reduce county islands and is consistent with the city’s master plan designations in adjacent areas. Staff recommended placing the petition on consent to move the process forward.

Councilors agreed to accept the petition and to process the annexation through the standard review steps; staff will return with formal annexation maps, notices and required public hearings as the process proceeds.
