Planning cites permit‑system assignment errors; says integrating zoning administrator should improve review

Planning told the committee that problems with the city's permitting system — including permits assigned to the wrong reviewers and mapping errors — are slowing review times and causing residents to call for status updates.
Chris Ryer explained the zoning administrator's office is unique because “it's the only touch point in the permit system where every single one goes through; they may or may not review it but they look at it.” He said integrating the zoning administrator into Planning will allow direct feedback between permit reviewers and the zoning office and improve flow. “We're hoping that putting our teams together will improve that flow by improving the process in a continuous way,” Ryer said.
Ryer and other staff described two common technical problems: permits assigned to the wrong reviewer or to staff not responsible for that permit type, and mapping errors that misidentify flood plains or historic (CHAP) overlays. They said a structural change under negotiation with the permitting vendor would create backup reviewer lists (cluster approach) so multiple staff could see and pick up permits when primary reviewers are absent.
