CleanCorps expansion, ARPA funding and sustainability programs remain under review for long‑term funding

Council members and Planning staff reviewed CleanCorps' neighborhood services, outcomes and funding prospects. Treston Coddington, CleanCorps operations director, and Assistant Director Nicole Stewart described the program as a direct neighborhood intervention that grew out of the Green Network plan and pandemic needs.
Nicole Stewart told the committee CleanCorps has completed more than 34,000 services, expanded to 42 neighborhoods, and that Planning convened community leaders to roll out a Clean Community Challenge awarding small grants for beautification projects. “We completed over 34,000 services. We've expanded to cover 42 neighborhoods,” Stewart said.
Funding and timeline: Planning said CleanCorps is funded through June 2026 using ARPA dollars supplemented by other funds raised by the program’s grantees. Stewart told the committee the original program end date was January 2025 but strategic shifts extended activity; “we are currently funded through June 2026, for the program with ARPA funds as well as other funds that our active grantees have been able to raise and in partnership with us.”
Planning and council members discussed next steps for sustainable financing. Stewart said staff are pursuing philanthropic partners and continuing conversations with the administration about including the program in future budgets; Councilwoman Ramos emphasized the need to secure a funding solution for FY27 and urged early post‑budget conversations with the administration and council. “It's not, obviously by the end of by this time next fiscal year we need to have a solution and it needs to be in the budget,” Ramos said.
