Resident proposes reentry workforce program focused on lawn care; commissioners offer follow-up

A resident urged city leaders to consider a reentry and diversion program that would train justice‑involved youth and adults in lawn care and small‑business skills, potentially allowing participants to earn money, pay fines and gain employment skills.

Herman Murray, who identified himself during public comment as a person with prior felony convictions and as two years sober, described a step‑wise vocational idea: begin with basic mowing and maintenance using reel mowers, advance participants to building and maintaining equipment, and develop small LLCs that could bid for community work. “I think it could be a good idea. They can learn respect. They can earn their own. They can make money,” Murray said.

Murray said he had discussed the idea with judges, prosecutors and an outreach officer and asked for direction on where to take the proposal. City officials told Murray the commission could not comment at length during the public comment period but offered to meet with him after the meeting to talk further.
