Members of the Livingston Parish Infrastructure Committee said they will ask the parish council to designate "Scooter" as the primary point of contact for council zoning and planning questions, a step committee members said should reduce repeated consultant billable hours.
The change was discussed after consultant Jerome addressed the committee about ongoing planning work. "It's been a pleasure working in the parish," Jerome said, describing his role as a project manager and consultant and outlining his work on the parish zoning ordinance and the unified land development code. Jerome said he hoped to continue assisting the parish during the master-plan and zoning finalization.
Committee members said centralizing questions through a single staff member would help avoid multiple council members individually contacting expensive outside consultants. "If we can ask that same question to Scooter, and Scooter can give us the answer, then there's no reason to spend that money per by the hour," a council member said.
A council member also requested that when Scooter must escalate a question to consultants or staff, the consultant or staff member copy the original questioner on the reply to keep communication "above board." "When you respond back to him, whether it be email or what have you, copy that particular individual that had the initial question," the member said.
Committee members said they would notify parish administration before asking the council formally to appoint Scooter as the contact. No formal council action was taken at the meeting; the committee said it will place the proposal on the council agenda for consideration.
