School board approves expanded K–8 literacy plan under Virginia Literacy Act

The Lynchburg City School Board approved an expanded K–8 literacy plan that extends the division’s earlier K–3 work under the Virginia Literacy Act to grades 4–8.
District literacy leaders said the plan keeps the division’s adopted K–5 core instructional materials and supplements, extends required universal screening (VOWELS) into grades 4–8, and adds scaffolded professional learning for administrators and teachers. The plan also schedules vendor-supported training from HMH and ongoing Lexia, IXL and NoRedInk support; the district said some resources will be provided at no cost and other purchases are tied to federal and local allocations.
Kim Campbell and the district literacy team told the board the division will continue to use student reading plans and common assessments, provide targeted interventions using Lexia PowerUp and other tools, and expand before- and after-school intervention opportunities using Title funding where available. The plan passed on a roll-call vote.
