Dayton approves contract amendments for Ronald McDonald House and roof work at 34 North Main using CDBG and capital funds

The Dayton City Commission voted June 4 to approve the city manager’s recommendations that included a $145,500 contract modification for Ronald McDonald House Charities of Dayton and an award of a roofing contract for 34 North Main Street.

City Manager Miss Dixing told commissioners the $145,500 amendment to the Ronald McDonald House agreement comes from the Dayton Recovery Plan to help complete landscaping and outdoor gathering space that rose in cost during the post‑COVID construction environment. “This is an investment brought to you all by the Dayton Recovery Plan,” she said.

On the 34 North Main Street property, Dixing said city staff is proceeding with a construction contract award to A. H. Sturgill Roofing Incorporated to replace a failing roof and stabilize the building after a facade and parapet failure earlier this year. She said the building is controlled by the Montgomery County Land Bank and that the land bank and insurers have active claims; the city is pursuing potential recapture of funds from insurance but is advancing repair now in order to preserve the structure and position it for redevelopment.

Dixing said the project will use a combination of Community Development Block Grant (CDBG) funds and general capital. She described the work as preservation and stabilization to secure the building and prepare it for an expected request for proposals (RFP) to attract redevelopment for housing or hotel uses. “The staff is overseeing the roof replacement, which is expected to be 6 to 8 weeks,” she said. Dixing added the city will put an RFP together so developers can bid to redevelop the building once stabilization is complete.

Several commissioners pressed staff on timing and the risk of losing CDBG obligations because some federal and state funding streams have tight timelines. Dixing said staff is confident the project both abates downtown blight and helps the city meet outstanding CDBG commitments that risk being returned if not spent. She also said the project is intended to create jobs or housing for low‑to‑moderate income individuals as required by CDBG program rules.

A motion to approve the city manager’s recommendations was moved and seconded and carried; the commission voted in favor.
