The City Council voted to approve the preliminary plat and advance the planned unit development (PUD) general development plan for the LandHaven project, a mixed-use plan at 2211 Jacob Street that would create 28 lots with a private U-shaped street and a mix of livable “barndominiums” and storage-condominium lots.
Planner John Nisley told the council the I-1 (industrial) zoned site does not ordinarily allow residential living units, so the PUD process is being used to permit a mixed arrangement that would include living units in some structures and storage-only units on the west side of the site. The planning commission unanimously recommended approval with conditions, including that the developer create association documents to disclose industrial-area realities (noise, smells, light) to prospective buyers and that the project rezone the property to PUD and execute a development agreement and final plat before building permits are issued.
Councilors discussed the novelty of pairing residential units with industrial-scale uses. Staff said the applicant is proposing consistent building materials and design guidelines across the development and will provide association documents to the city for review. No public opposition was recorded at the planning commission meeting or at council on Tuesday.
The preliminary plat approval requires the developer to pay planning fees, supply an AutoCAD drawing file of the plat, and enter into a development agreement tied to the forthcoming final plat. The PUD first consideration will return to the council for second reading on June 17. The planning department will review the association documents that will require buyers to accept potential industrial impacts.
