Committee approves parameter resolutions authorizing preliminary issuance of 2025 general obligation warrants

The Tuscaloosa City Finance Committee approved preliminary issuance resolutions — described by staff as parameter resolutions — that allow city bond underwriters and attorneys to prepare offerings for three series of general obligation warrants (2025 A, B and C).
"2025 A is purely the savings center... the total ask within this resolution is actually $69,000,000 due to premium, due to fees, and due to legal costs," Miss Standridge, a finance staff member, said as she described Series A. She said Series B would be a $75 million issuance for water and sewer projects that are part of a 10-year plan paid by rate increases adopted five years ago, and Series C would fund several local projects including Odum Park, Bowers Park pickleball and the University Boulevard corridor.
Committee members emphasized the resolutions do not authorize bond sales. "These resolutions today... are not authorizing any bonds to be issued," the committee chair said. Standridge confirmed the resolutions allow actions with regard to general obligation warrants up to stated amounts so underwriters can prepare strategies; final issuance and terms will require subsequent council approval.
Committee members discussed upcoming meetings with rating agencies and a mid-June trip to New York to present the city's plan to rating companies. The chair said paragraph 4 of the parameter resolution requires that final issuance and sale be subject to final council approval, including purposes, principal amounts, maturity, issuance dates, interest rates, offering prices and redemption provisions.
The committee approved each of the three resolutions by voice vote. No roll-call tallies were recorded in the committee transcript. Staff said the approvals let underwriters "start rolling" on structuring recommended offerings, but do not commit the council to a sale until a future formal authorization is given.
