City Commission holds public hearings on two rezones and a Maplewood annexation

The Springfield City Commission conducted public hearings June 3 on three proposals that would change land use: a rezoning of 15.43 acres at 0 Saint Paris Pike from single-family (RS-5) to low-rise multifamily (RM-12); a rezoning of 1.06 acres at 791 Woodbine Avenue from M-2 (heavy manufacturing) to RS-8 (medium-density single-family); and the annexation of roughly 2.461 acres at 0 Maplewood Avenue into the city with a proposed CLC, light commercial corridor, district designation.
Staff reported that the Saint Paris Pike parcel — shown on maps as 15.43 acres — is intended by the applicant for low-rise walk-up apartments. Under the city’s new consolidated zoning code, the requested high-density residential designation replaces several former residential categories; staff said the property could be regulated by setbacks, maximum height and coverage standards rather than prior “units-per-acre” calculations. Planning staff recommended approval and noted the parcel sits adjacent to low-density uses and that future multifamily proposals will require screening and compliance with floodplain development permit requirements where applicable.
On Woodbine Avenue, staff said the site has an existing house dating to 1903 but is currently zoned for manufacturing; the owner is requesting residential zoning to permit single-family development. Staff noted Woodbine is a local road with a single point of access and that any future structures would be regulated by dimensional and land-use standards under the new code. Floodplain and utility easement requirements were flagged where applicable.
On the Maplewood annexation, staff said the parcel is not in the floodplain and would receive a CLC designation upon annexation; an Aldi representative identified himself during the hearing and said the company is planning an East Side store likely to open next year and was present to introduce the project.
All three items were accompanied by staff reports and maps. City planning and zoning staff told the commission they had no objections and that the city planning board had recommended approval on the rezones prior to the updated zoning code. No public objections were recorded during the hearings and each item was closed and returned to the commission for further consideration at a later date.
Background and process: each matter received legal notice in the Springfield News-Sun on April 28, 2025, and the commission did not vote on these matters at the June 3 meeting; they remain before the commission for subsequent action.
