Board approves Kitchell contract to assess facilities and plan potential bond program

The Atascadero Unified School District Board of Trustees approved a contract with Kitchell on Tuesday to conduct a facilities conditions assessment, program planning and master budgeting in preparation for a possible future bond measure.
District staff described the scope: a facility conditions assessment, master budget and financial controls, a master schedule, program planning and prioritization, program management systems implementation and a program implementation plan. Staff and the consultant said work would begin this summer and continue into the winter so the district would have a clear plan and cost picture before moving forward with any bond or construction campaign.
Randy and Kitchell representatives told trustees the work will include site walkthroughs, historical document review and web‑based, real‑time dashboards and communications tools so the district and community can track progress and status. Trustees expressed interest in attending walkthroughs and learning what Kitchell assesses during on‑site visits.
Trustees voted to approve the contract; roll call votes were recorded in favor from the trustees present.
District staff said that once the conditions assessment and program plan are complete, the board will be positioned to decide whether to proceed with a bond measure and, if so, how to structure program management for construction and community outreach.
