County begins inspection of damaged Admin Building façade; requests signature to record Tower Road easement

Cowlitz County staff reported safety precautions and an emerging repair estimate after pieces of the south façade of the county Administration Building fell, and asked the board to allow the chairman’s signature on a right‑of‑way easement needed for the Tower Road bridge project.

"We had scaffolding go up this morning...They started the inspection this morning at 11AM," Mike Moss, public services director, told commissioners. County engineer Susan Eugenis said inspectors believe water infiltrated behind the brick and concrete facade, loosening the mud board and mortar. Contractors put up scaffolding and a temporary covered walk for pedestrian protection while they inspect the south wall; staff said a full assessment and cost estimate are expected early next week.

Eugenis also asked for permission for the chairman to sign a right-of-way easement for the Tower Road culvert/bridge replacement project so staff can record the easement and pay the property owner. She described the easement as a “very small strip take right in front of their property.” The transcript does not record a formal recorded vote authorizing the signature; staff said they will continue to secure the remaining property interests.

Commissioners asked whether other sides of the historical building might show similar damage and whether historic‑building resources exist for repair funding; staff replied the north side uses different materials and that the county has limited maintenance funds and will seek estimates before returning to the board.
