The Roseville City Council on Monday authorized the city’s presumptive penalty for Speedway’s third tobacco sale violation within a 36-month period: a $2,000 fine and a seven-day suspension of the business’s tobacco license.
Chief Eric Schreider of the Roseville Police Department summarized the compliance check conducted on March 29, 2025. An underage compliance checker attempted to buy cigarettes at the Speedway at 2295 Rice Street; although the cashier asked for ID and the checker presented a vertically oriented card showing the holder was 21, the sale was completed. Chief Schreider said the employee received an administrative citation that had not been paid and had been referred to court.
City code and prior council actions set a presumptive penalty for a third sale violation in 36 months. The police chief explained Speedway had two earlier violations in 2022 and that state or city protocols require a mandatory minimum penalty for a third violation. Council member Schroeder moved to authorize the presumptive penalty; Council member Groff seconded. Council discussion emphasized prior outreach to license holders — the police department had mailed notices about compliance checks — and enforcement procedures, including plainclothes verification during license suspensions. The council adopted the penalty unanimously.
The council also noted that a subsequent violation within 36 months could lead to license revocation under the city’s code.
