Council approves engineering amendment and water-main construction contract for rail-campus infrastructure

The Seward City Council approved an amendment to an engineering services agreement and authorized a construction contract and notice to proceed for water-main work that staff said will complete a utility loop serving the rail campus.
Staff introduced amendment number 5 to the engineering services agreement with Schirmer Associates in the amount of $55,896.90, describing it as the next phase of water-main design and coordination tied to the Worthman Boulevard project and other work to serve rail-campus development. "This is the next phase of the water main project... This will complete the loop," the city's engineering staff said.
The council also approved execution of the construction contract and issuance of a notice to proceed for the Brooklyn Boulevard water-main Phase 2 project. Staff said the contractor had submitted requisite bonds and paperwork and that the work will require complex operations, including utility crossings and coordination with BNSF railroad for boring under tracks.
The staff memo provided to council members said the Phase 2 work will tie into a 14-inch water main running from the water plant and will connect to the northwest corner of the dairy property that the council approved for conveyance that evening. Staff noted permit fees, annex mapping and meets-and-bounds descriptions are part of the scope and that some permit fees were temporarily paid by third parties and will be reimbursed through contract amendments.
Council moved and seconded the engineering amendment and the construction contract; both were approved by recorded voice votes. Staff said this set of approvals is coordinated with other rail-campus projects and that contractors and engineers will continue pre-construction coordination, bonding verification and permitting work before field mobilization.
Officials said the work is complex because the project requires boring under Walker Road and BNSF railroad tracks and coordination of multiple grant-funded elements. Staff asked council to approve the amendment in the amount of $55,896.90 and the construction contract in the amount of $514,850.90; both items were approved in the meeting.
