Riverwoods awards $65,000 road maintenance contract and approves IDOT funding for Saunders Road

The Village of Riverwoods board voted to award its 2025 road maintenance contract to Chicagoland Paving Contractors Inc. for $65,000 and approved IDOT funding resolutions tied to the Saunders Road reconstruction.
Director of Community Services Daniel Witt (title as in packet) told the board that bids were opened May 22 and the scope covers Rose Terrace, Stanger Lane, Farner Court, Port Wine Road and work within special service areas 19, 21, 26 and 30; the village also plans crack control, seal coating and restriping for the main and overflow village parking lots, which have never been seal-coated since installation.
"We reviewed the bids with GHA and the recommendation is to award a contract in the amount of $65,000 to Chicago Land Paving Contractors Inc., which includes the base bid and one alternate," Director Witt said. He told the board one alternate (replacement of three sidewalk squares and about 13 feet of concrete curb) was excluded from the award because the alternate bids for that work came back higher than expected; the alternate low bid was described in the packet as about $10,000 but a second bidder quoted $15,000.
The board approved the contract award by roll call. Trustee Raff, Trustee Smith, Trustee Trevino and Mayor Ford voted in favor; the motion carried.
The board also approved two IDOT resolutions for the Saunders Road rebuild. The first allocates motor fuel tax funds in the amount of $984,091.60 for the project; the second resolution allocates Rebuild Illinois funds, listed in the board packet as "101 $131,226.40." Director Witt said IDOT requested separate resolutions for accounting purposes because the two funding sources are distinct.
When Trustee Trevino asked whether the motor fuel tax distribution was based on local fuel sales or state distribution, Director Witt explained, "the motor fuel tax is a distribution that comes from the state, and it is based on population of the village. So it is not related to how much fuel is sold within the village." The resolutions passed by roll call with Trustee Trevino, Mayor Ford, Trustee Raff and Trustee Smith recorded as voting aye.
The board directed staff to issue a separate bid request for the excluded sidewalk/curb work so the village can pursue that work with a different contractor.
Documents in the meeting packet list Chicago Land Paving Contractors and ALAMP Concrete Contractors as the two bidders and show consultant GHA reviewed proposals. The Saunders Road project and related funding will proceed through IDOT’s required steps now that the resolutions are adopted.
