West Melbourne City Council unanimously approved the final plat for Space Coast Town Center West on June 3, authorizing a subdivision of roughly 73.68 acres west of St. Johns Heritage Parkway.
City planner Christy Fisher told council the final plat creates one lot and six tracts including a 12.04-acre multifamily lot, stormwater and recreation tracts, and private right-of-way tracts. Fisher said the plat "conforms to ... the terms of the development agreement" and remains bound by the Martinez development agreement approved in 2023, which caps the entire development at 2,200 dwelling units.
Developer Cooper Jones, representing Space Coast Town Center, said the west-side parcel includes commercial acreage: "track B is where the grocer site is going to be" and the developer reported recent retail closings on the east side and anticipated additional commercial deals in the coming months. Councilmember Frampus pressed for an update on commercial build‑out; Jones said housing typically precedes retail and the market is determining absorption.
Why it matters: The plat approval allows final subdivision-recording actions and is a step toward roadway, utility and building permits; the parcel must still satisfy bonding and infrastructure requirements related to county and state agencies including SJRWMD and FDEP.
Actions and conditions: Planning & Zoning had recommended approval with three conditions; council approved the final plat with those conditions by motion from Councilmember Gaylord and a second from Councilmember McGuire, vote 6-0.
Next steps: The developer must complete outstanding infrastructure items or post performance bonds before final recording. Staff noted coordination remains required with the St. Johns River Water Management District and the Florida Department of Environmental Protection for stormwater and wetlands matters.
