Harris County holds first public hearing on FY2025–26 budget; county manager says no millage-rate increase

Harris County held the first public hearing June 3 on the FY2025–26 proposed budget, which the county manager and CFO presented to the Board of Commissioners. The county manager said the proposed budget does not contemplate a millage-rate increase and totals $64,702,571, about $6.5 million less than last year’s adopted budget of $71,224,034.
The proposed plan includes roughly $10 million in capital projects: a public-safety radio system, courthouse renovations ($1,400,000), an elevated water tank ($2,300,000), Pine Mountain Valley Park improvements ($255,000), Moultrie Park field improvements ($81,000), and $100,000 for the Northwest Harris Business Park. The county manager said some work will be funded with ARPA monies and LMIG funds where applicable, and listed other facility and equipment upgrades in the packet.
The county manager said, "This budget does not contemplate a millage rate increase for the citizens of Harris County." The board opened the public hearing, asked for public comments in opposition and in favor three times each, heard none, and closed the hearing. The second public hearing is scheduled for the board’s June 17 regular meeting; the board will consider adopting the budget after that hearing, with the budget to take effect July 1, 2025 if adopted.
No public commenters addressed the board during the hearing. Commissioners and staff fielded no substantive public questions during the meeting on the proposed budget.
