City begins Memorial Pool dome work; PFD commissions cost‑allocation study for operations

Pasco PFD operations staff reported two operational updates: construction has started on an inflatable pool dome at the existing Memorial Pool, and the PFD has contracted FCS to complete a cost allocation study of shared administrative expenses.

Jesse Rice, operations and maintenance, said the Pasco City Council approved foundation work for the inflatable dome and construction began the week of the meeting. Rice said the dome is expected to be installed by October, providing roughly six months of indoor swim time that will be used for lifeguard training and programming while the new aquatic center is built. "We hope to have that dome installed, which will give us about 6 months of indoor swim time to be able to start training lifeguards," Rice said.

Rice also reported the PFD contracted FCS to evaluate shared administrative costs — for example, portions of finance, human resources and executive time — so the PFD and the city can agree on a transparent charge for services. The consultant has had initial meetings with staff and is scheduled to deliver its findings no later than May 31, staff said.

Rice said staff are coordinating with nearby regional aquatic centers on programming and lifeguard training and that a regional user group may form to share best practices and training resources. No formal board action was taken; staff will provide progress reports at future meetings.
