Memorial Pool construction nearing finish; city hires FCS for administrative cost and revenue study

Jesse Rice, Pasco operations and maintenance, told the board the remaining deck pours and features are finishing and that the contractor is addressing discovered underlying conditions from an older deck that required additional concrete and formwork. Rice said the team expects construction completion this week, lifeguard training the following weekend, a swim meet the weekend after that, and the first public open swim the weekend after the meet. Rice reported change‑order overages of about $65,000, which he said is less than 10 percent of the relevant contract amount and is being processed with staff and council.
Rice also updated the board on an administrative cost study the district has kicked off with consultant FCS. That study has been broadened to compare staffing, hours, admission rates and sales‑tax projections and will consider alternate staffing and janitorial models as well as pricing assumptions. Rice said staff, the assistant city manager and other finance staff are meeting regularly with FCS; the budget and finance committee and the board may be invited to review the study results in a future meeting.
Board members stressed the importance of accurate revenue and staffing assumptions as they prepare for the new facility’s operating phase. Rice said the consultant aims for a near‑term delivery window and that staff expect to share draft findings with the board and finance committee in the coming weeks.
