Pasco Public Facilities District operations staff updated the board April 20 on lifeguard recruitment, planned coordination with regional aquatics managers, and an administrative cost study that staff expect to receive by late May.
Jesse Rice (operations and maintenance) said the district has moved ahead with lifeguard hiring and is working on retention strategies to bridge the busy summer season and the facility's eventual opening. Rice said the City of Hermiston's aquatics manager will visit to help the PPFD review operations, safety plans and the facility design.
Rice also confirmed the administrative cost study the board hired is progressing and that staff had provided financial and maintenance information to the consultant. “I believe that we it was the last I wanna say it was May 31 or May 30,” Rice said when asked about the study's expected completion date.
Board members requested that the budget and finance committee be included in review of the study before the results are presented publicly; staff said that could be accommodated depending on timing. The executive director said a special meeting could be scheduled if the study is completed after the board's next monthly meeting.
No board action was taken; staff said they will return with the study findings and recommendations for inclusion in the 2026 budget process.
