Board members and project staff said the upgrades are intended to reduce management and litigation risk by replacing physical keys with card-based access and by making it simpler to add cameras later. Jake Hartwig, the project owner's representative, told the board the package includes a full access-control installation rather than a rough-in because retrofitting door hardware later would be more expensive and complex.
