Walton County approves multiple zoning changes, land-development ordinance amendments

Walton County commissioners unanimously approved several zoning and ordinance changes after public hearings at their June meeting.
The approvals included conditional-use and rezoning requests for outside storage, vehicle storage for a towing company, a commercial kennel limited to the owner’s breeding-and-sale activity, and a rezone and conditional use for minor auto repair with a reduced buffer. Commissioners also adopted multiple amendments to the Walton County Land Development Ordinance that remove specific fee amounts from ordinance text and defer them to an annually updated county fee schedule, add "personal care services" as a listed permitted use, remove a listed airstrip/helipad fee from the ordinance, and align provisions for certain watersheds with the county's open-space (OSC) rules.
The planning staff presented the items and said the planning commission recommended approval on the individual rezonings and conditions, which included perimeter evergreen plantings, fencing and inward/downward lighting for vehicle-storage and auto repair sites, and limits on kennel activities. Applicants and several nearby residents addressed the board during public hearings. For the commercial kennel, the board approved the rezone and a variance with the explicit condition that the operation be limited to the applicant’s described use and that no boarding take place. For the towing/vehicle-storage site and the minor-repair site the planning conditions — evergreen screening and fence maintenance — were carried into the board approvals.
Board members moved and seconded each item and recorded unanimous passage for the matters on the agenda. Planning staff said opposition at the planning commission was limited to a few items and that the requested conditions were designed to address neighbors’ concerns.
The ordinance changes were presented as housekeeping and policy alignment: removing numeric fees from code so the county can update them annually via the fee schedule adopted with the budget process; adding personal care services to clarify where uses such as salons and nail shops are allowed; moving airstrip/helipad registration fees to the fee schedule; and harmonizing development rules for the Hard Labor Creek and other listed watersheds with the county's OSC standards.
Board discussion focused on ensuring the planning conditions were enforceable and on preserving existing mature trees where site plans allow. Commissioners asked staff to include the required screening provisions in the final plan-review checklist so compliance can be verified during permitting.
The board instructed staff to incorporate the planning commission’s conditions into permit approvals and to ensure the new fee references point reviewers to the county’s centralized fee schedule.
