Ordinance 51‑20‑25, a $30,000 supplemental appropriation from previously unappropriated monies in the recreation trust fund, was adopted after suspension of rules. Ordinance 52‑20‑25 authorized an $11,480 transfer from an evidence set aside fund to the law enforcement trust fund and made a corresponding settlement appropriation.
Council then adopted Ordinance 53‑20‑25, described at the meeting by Auditor Quinsal. He explained that the ordinance records transfers from the general fund to other funds by routing them through a transfer expense account; “this money is not leaving the general fund yet,” he said, and the transfer‑expense account records the movement of the funds until subsequent appropriations are made. Quinsal said routine end‑of‑month transfers run through the same account and that higher revenues this year have increased such transfers. Ordinance 53 recorded a transfer‑expense appropriation in the amount of $5,000,000 to accommodate intra‑fund movements and month‑end transfers.
Ordinance 54‑20‑25 authorized a $300,000 transfer from an evidence set aside fund to the law enforcement trust fund and made a settlement appropriation of $80,000 to the law enforcement trust fund expense account.
On resolutions, the council adopted Resolution 21‑20‑25 authorizing the mayor to accept a grant from the Franklin County Office of Diversity, Equity and Inclusion, and Resolution 22‑20‑25 authorizing acceptance of an Office of Criminal Justice Services grant intended to expand license‑plate reader cameras; a council member noted the camera expansion was a public safety initiative under the committee led by Councilman Bill Wilson.
All listed ordinances and resolutions were adopted after votes recorded on the meeting’s roll calls; several were introduced and adopted upon suspension of the rules. The audit office indicated the financial movements described are consistent with regular city accounting practice for transfers and appropriations; no additional public hearing was required for the items adopted by suspension of rules.
