City staff member Drew presented the ordinance (identified in the meeting as ordinance No. 202508) and said the measure sets a 35 mph limit "from Chestnut" through the referenced segment and adds a school‑zone flash speed of 20 mph in front of Concordia and extending to Tomball Star Academy. Drew said staff has coordinated with Tomball ISD and Concordia on timing and will work with TxDOT to set the flashing lights and signal timing. He told council the timing work with TxDOT was expected in late June or early July.
Council discussion included reports of a complaint that the Star Academy signal was "on too long" and questions about when the timing changes would be implemented. Drew said TxDOT would provide the final timing and staff would coordinate with the schools.
Council action: a member moved adoption on first reading; another member seconded and the motion carried unanimously. The ordinance will return to council for additional readings as required by local ordinance procedure.
