Bauer said the changes are comparable to other municipalities of DeBary’s size and conform to Florida statutes.
Council members discussed sole‑source exceptions; the mayor confirmed the update does not change the existing sole‑source caveat. Council member Papalardo said the higher thresholds help the city respond more quickly to inflationary costs for labor and repairs. A motion to approve the resolution carried 5‑0 (Vice Mayor Butland, Council members Papalardo, Sell, Stevenson and Mayor Chesay voting yes).
