Council approves sidewalk repairs; stormwater issues delay DeBary Plantation fixes

The City of DeBary approved contracting DDS Enterprises LLC to repair sidewalks in DeBary Reserve, along West Highbanks Road from the railroad tracks to Fort Florida Road, and at Quail Hill Drive.
Public Works Director Amy Long presented photographs of damaged sidewalks and described areas where root uplift has made grinding impossible and replacement is required. She said the Quail Hill Drive work includes building a more durable driveway apron using 6‑inch concrete at 3,000 psi with fiber reinforcement to reduce repeat failures. "We're to the point that we have to pull them up," Long said of some sidewalk sections in DeBary Reserve.
Council member Stevenson asked about requests to repair sidewalks in DeBary Plantation; Long said those areas are damaged by failing stormwater systems beneath the sidewalks and repairing the paved surface without correcting the stormwater would be wasted taxpayer dollars. She said the city has notified the homeowners association that stormwater repairs are required before sidewalk replacement and that roped‑off areas remain for public safety.
A motion to approve the sidewalk repairs as presented passed unanimously (Vice Mayor Butland, Council members Papalardo, Sell, Stevenson and Mayor Chesay voting yes). Staff will execute the contract and schedule repairs.
