City awards $111,300 town‑hall frontage project using CDBG funds

The City of DeBary approved awarding RFP 03‑2025 for Town Hall frontage improvements to Southern Screen Repair LLC for $105,000 plus a 6% contingency of $6,300 for a total project authorization of $111,300. The project is funded through a Community Development Block Grant (CDBG) award.

Parks and Recreation Director Jason Scheidt said the city received $110,000 in CDBG funding for the work and has spent about $5,000 on design and survey tasks. The project will convert the existing concrete slab in front of Town Hall into a landscaped pass‑through lane for drop‑offs and events, relocate ADA parking to the side with direct sidewalk access to the front door, replace front doors, remove and update brick planters and add stone veneer and landscaping.

Scheidt said the project underwent a pre‑bid process and design adjustments after contractors raised cost concerns; three contractors bid and Southern Screen was the lowest. "We were awarded a hundred and 10,000 from CDBG. We're about 5,000 into it... and the new bid came right in at $105,000," Scheidt said, noting remaining contingencies would be absorbed from the maintenance budget if needed. He told council work is expected to begin after summer camp and be substantially complete by Labor Day or September.

Council members applauded the grant capture and the scaled‑back design that kept the project within budget. A motion to award bid 03‑2025 to Southern Screen Repair LLC passed 5‑0 (Council members Sell, Papalardo, Stevenson, Vice Mayor Butland and Mayor Chesay voting yes). Staff will advance contract execution and scheduling with the contractor.
