Division Road preliminary design advances; committee hears utility, right‑of‑way and cost updates

The village budgeted $3 million for construction and $300,000 for design in 2025. Current estimates for Phase 1 materials, roadway and storm‑sewer work are roughly $1.7 million to $1.8 million; when combined with Phase 2 preliminary estimates the project could reach roughly $3.3 million if the current assumptions hold.
A major driver of Phase 1 cost is storm sewer work intended to fill a steep ditch on the west side of Division Road and maintain floodplain levels. Staff said engineers (consultants listed as Kapoor and Ari Smith in the packet) recommended specific culvert and structure sizes for the ditch and cross culverts to avoid raising the floodplain. The storm-sewer estimate highlighted in discussion was about $688,000 for the storm improvements in Phase 1.
Rights-of-way: staff said updated plats were prepared for several unplatted parcels and that letters were sent to affected residents to offer meetings with an appraiser and staff. The village attorney’s opinion and recent case law were cited as reasons to obtain explicit right of way where trails or paths are to be constructed; staff described initial outreach as amicable and said appraiser meetings were being scheduled.
Committee members discussed adding a shared-use path on the west side and a small parking area near Jefferson Ditch. Staff cautioned the preliminary $360,000 estimate for extending the path on the west side "scratches the surface" and could rise substantially if storm sewer or additional utility work is required to make a path feasible within the right of way. Members also discussed whether utility relocations should be handled directly by the utilities, by the village ahead of construction, or as part of the contractor’s scope; staff noted making utility relocations the responsibility of the general contractor can streamline coordination but may increase bid prices.
Schedule: staff said design completion for Phase 1 is targeted over the summer, with bidding in late fall or early winter and construction beginning in late winter or early spring; staff indicated a general construction window in 2026.
No formal action was taken; staff requested direction only and said they would return with further updates, including utility coordination details, before finalizing bid documents.
