Dunn County launches new permit software, reviews 2024 planning and zoning activity

Dunn County planning and zoning staff told the Planning, Resources and Development Committee on June 4 that the county launched a new permit software system, Catalyst, in April and plans additional public access improvements.
"The exciting news is that we launched our permit software, this Catalyst, in April," Planning and Zoning staff member Tammy said. "Rachel from IT has been a real property has been a great lead support for us to get that project up and running."
Staff presented the division’s 2024 annual report during the meeting. The report included permit counts and trends: in 2024 the county recorded 272 zoning permits and 195 state sanitary permits (the latter figure excludes county sanitary permits such as reconnections or privy permits). The report also summarized enforcement workloads — complaints about camper dwellings, fences, unpermitted structures and outdoor storage remained frequent topics — and noted staffing turnover in 2024.
Tammy and other staff highlighted that the county’s accessory dwelling unit ordinance, which took effect in July (year stated in report), has resulted in just three ADU permits so far.
"Obviously, this committee went through a lot with the accessory dwelling unit ordinance that went into effect, the July. Since then, we've had the 3, only 3 ADUs permitted so far," Planning staff member Tracy said in the presentation. The report also described work on a comprehensive plan update, farmland preservation planning and a housing toolkit hosted by regional partners.
Staff said Catalyst aims to improve public access to permit information and make internal workflows more efficient; staff asked the committee for feedback on future presentations and said they plan to present a joint annual report to the county board in June.
