Council backs TxDOT grant application to complete Wichita Falls 24-mile Circle Trail

Wichita Falls City Council on June 3 approved a resolution supporting the city pplication to the Texas Department of Transportation for Transportation Alternatives funding to complete the final segment of the Circle Trail.
Parks and planning staff said the last segment needed to close the 24-mile loop is approximately 0.9 mile. The application to TxDOT seeks funding for design, permitting and construction; staff said about 75% of the overall trail is funded through grants and the Transportation Alternatives Program would supply requested additional funds. The grant round is competitive: staff said the statewide pool had roughly $250 million available and more than $1.1 billion in requests.
Staff told council there is no eminent-domain acquisition associated with this segment, that the city has owned the corridor since the 1920s and that the project will include safety measures such as bollards and other devices to address citizen concerns. Staff estimated a design phase of about a year and construction another year once grants and contracting are in place, so a multi-year timeline was described if the city receives funding.
Council voted to adopt the resolution supporting the grant application. Staff said the city will submit the application on June 20 and expected notification of awards in October.
