FDOT grant to cover design for Winter Haven airport T-hangar taxi-lane rehab; construction expected next year

Troy Bridal, Winter Haven's airport director, briefed commissioners during the June 4 agenda review on a Florida Department of Transportation grant to design rehabilitation of T-hangar taxi lanes at Winter Haven Regional Airport.
Bridal said the airport's overall pavement condition index (PCI) is about 83, or "satisfactory," but taxi lanes near the south side T-hangars carried a PCI of about 49, classified as "poor." He said the design grant will cover a mill-and-overlay style rehabilitation of taxi lanes used by T-hangar tenants and that graveling in those areas creates a safety risk from propeller-blown debris.
The design grant totals $135,000 with Winter Haven's share reported as $7,500; Bridal said construction is likely to be bid in mid-2026 at an estimated total construction cost of about $2.76 million with the same 95% FDOT share and a local match estimated near $138,000. Bridal told the commission the planned work covers all pavement shown in the presentation that did not appear green on the airport PCI map (orange, pink and yellow areas) and that completion would raise the airport's PCI to a top-tier level relative to other Florida airports.
Bridal said the project focuses on safety and asset preservation for T-hangar tenants and expected a construction-phase request to return to the commission next year with final costs and the required local match.
