Green River awards $1.52 million Bridger Drive reconstruction contract; authorizes $34,000 materials-testing amendment

The Green River City Council on Thursday awarded the contract for the 2025 Bridger Drive reconstruction project to Wiley Construction Inc. for $1,521,081 and approved an amendment to the city’s professional services contract with Inberg Miller Engineers for construction materials testing not to exceed $34,000.

Dustin Romero, Public Works, told the council the city received two bids for the project; Wiley Construction’s low bid was $1,521,081, with a second bid around $1.7 million and an engineer’s estimate of about $2.1 million. Romero said the project funds are available from previously allocated 6P funds and described the scope as full removal and replacement of sidewalk, curb, gutter and asphalt from West Teton to East Teton, widening sidewalks to meet ADA requirements, spot water-system valve replacements at intersecting streets and installation of new storm inlets for better drainage.

On the bidding and procurement decision, Romero said the Wiley bid was “fair, competitive, and reasonable.” Councilman Burt moved to award the contract and authorize the mayor to sign the agreement; the motion was seconded and carried by voice vote.

Separately, Romero asked the council to approve an amendment to the city’s existing contract with Inberg Miller Engineers for third‑party materials testing (soils, asphalt, concrete) in an amount not to exceed $34,000, billed on a time-and-materials basis. Romero said the testing expense is typical for this class of project and that the $34,000 is about 2% of the construction cost. Councilwoman Mayes moved to approve the contract amendment; the motion was seconded and carried by voice vote.

Romero told the council the project is on track to break ground around July 1. No changes to project scope were recorded in the meeting, and staff said there were no identified sewer issues that required work as part of this reconstruction.
