County public works seeks funding, policy to install swing-away mailbox supports

Bruce (Public Works) presented a proposed mailbox-support policy and a grant to replace posts on county roads and said a policy would support consistent installation and maintenance.
Bruce said the county currently replaces mailboxes hit by plows under the snow-and-ice policy and provides swing-away supports on construction projects, but lacks a standalone mailbox-support policy. He told commissioners, “we got a grant to replace all the mailboxes on county roads to the swing away supports.”
He described the grant amount as $273,240 and said it is a 90/10 program whose local share depends on road classifications (state-aid routes vs. county roads). The planned work will require mapping addresses, preparing bid plans and contracting next spring, with likely construction during the next summer season; Bruce estimated completion by the following September.
Commissioners asked whether the county would supply replacement mailboxes where only plastic receptacles exist; Bruce said that, when mailboxes are replaced in winter after a hit, the county provides a standard support-mounted mailbox and that the planned replacement project will account for conforming mailbox units.
Bruce said swing-away supports reduce plow damage by allowing the plow blade to pass under or the post to swing away from plowed snow, and that replacements on active construction projects are standard practice. He recommended adopting a formal policy to preserve the benefits of swing-away supports and to ensure county compliance with the upcoming grant.
