County hears regional recycling updates: producers may soon fund paint and battery take‑back programs

County staff reported from a regional meeting in Bloomington, where they met Nolan Moon, identified as the section manager in the EPA regional office, and learned about new legislation and programs that would require product manufacturers or producers to pay into funds to support collection and disposal. Staff said the programs under discussion would establish drop‑off locations and paint take‑back events, with a target in‑place date of Jan. 1 (year discussed by staff) for paint programs.
“As far as the paint program, by January 1 … if you have an old can of latex paint or oil paint, you can take it to anywhere that sells paint, and they'll accept it,” Brian (county staff) told the committee.
Staff also said producers are working on similar collection systems for all battery types, and that two pending state bills were identified by the regional agency staff: SB1394 and HB1893, both described in the meeting as measures related to household hazardous waste producer responsibility. The county will monitor the bills; staff noted Senate Bill 40, an omnibus energy bill with provisions that could affect wind, solar and battery siting and permitting language, had not been called up for a final vote.
The county’s next scheduled recycling event was listed in the packet for Sept. 20. Staff said if the producer‑responsibility laws pass, funding from producers could support permanent county collection sites, reducing reliance on occasional collection events.
