North Bend approves Meadowbrook ULID construction, construction management and funding notes

The North Bend City Council on June 3 approved construction and related contracts and authorized short‑term financing for the Meadowbrook Improvements project, a multi‑street water, sewer and roadway package to serve parcels west and downslope of the Snoqualmie River.

The council accepted the low bid and awarded the construction contract for the Meadowbrook Improvement Project to Northwest Construction Inc.; approved Amendment No. 2 to the city’s construction‑management and inspection contract with Grama Osborne in an amount not to exceed $1,160,540; and authorized the issuance of water and sewer bond‑anticipation notes to fund construction of Meadowbrook ULID No. 7.

The Meadowbrook work packages include sewer service to the ULID area (about 65 parcels, by staff count), new water mains on Northwest Eighth and Northwest Fourteenth Streets to improve fire flow and redundancy, and roadway replacement and paving. Staff said the project was bid at roughly $10,300,000 (the low bid was slightly below the engineer’s estimate) and that construction is expected to take about 12 to 14 months. Mark Rigos, who presented the staff report, said, “The engineering on this has been occurring for the past 18 months or so.”
