Board approves up to $74,886 contract with Bolton & Menk for zoning and subdivision updates

The Sherburne County Board approved a professional services agreement with Bolton & Menk to assist with amending the county planning and zoning ordinance and the subdivision ordinance.
Lynn presented the staff report, saying the contract price is $74,886 and that county staff expect to offset $10,000 of the cost with a grant applied for by Dan Weber; the remainder would come from the county’s economic development fund. Lynn said the amount could be reduced further if an additional grant application is successful.
Commissioner Danialowski moved to approve the agreement in a not‑to‑exceed amount of $74,886 from the economic development project fund; Commissioner Felber seconded. Commissioners voted aye by roll call and the motion carried.
Lynn and other staff described the vendor selection process: county staff interviewed two firms and recommended Bolton & Menk based in part on a project manager assigned to this contract, Robin Kaufman, who serves on a township board in Stearns County and brings township experience, the staff said. The project will include a stakeholder engagement plan; staff said the vendor recommended a steering committee with representation from the county board of commissioners, the county economic development authority, the planning commission and townships to gather direct township feedback.
No vote conditions or protests were recorded during the board discussion. Staff said the project stems from the county comprehensive plan adopted previously and will include outreach to townships that have expressed concern about solar garden development and other land‑use changes.
