The Safety Harbor City Commission approved on first reading an ordinance to annex a vacant 0.069‑acre parcel on Madrid Avenue into the city, following a staff presentation that characterized the request as contiguity-driven and administratively straightforward.
Cecilia Chen, senior planner and GIS analyst, told the commission the parcel is owned by the same party that owns adjacent 2480 Rochelle Avenue and that the owner seeks annexation so both parcels can be combined for tax and administrative purposes. Chen said the parcel is already served by city water and sanitation through the adjoining property and that annexation would not require new infrastructure or expand city services.
Elizabeth Robles, who identified herself as a public‑policy student at St. Petersburg College and spoke in support of the ordinance, said the annexation “is contiguous to existing city boundaries, satisfies all legal requirements, and has been reviewed without objection by the technical review committee.” She told the commission the change would simplify billing and administration and produce a modest increase in tax revenue without added burdens on city services.
Commissioners voted to approve the ordinance on first reading; a second reading and final vote is scheduled for June 16. If adopted on second reading, staff will assign city zoning to the parcel consistent with adjoining residential land use and finalize the administrative combination of the properties.
