Commission approves $4.7 million Jefferson Street water-main replacement; engineering contract also approved

The Fall River City Water and Sewer Commission approved a $4,700,000 loan order to replace water mains on Jefferson Street (from Warren to Brayton Avenue) and voted separately to fund engineering for the Jefferson Street infrastructure improvements.
Staff said the project will replace both an 8-inch and a 16-inch main that run under Jefferson Street and cross the river near the bridge that carries the line toward the Chicago Street tank. Several breaks occurred over the winter, and staff noted the 16-inch main’s location adjacent to the 8-inch main and the poor condition of the roadway, which will require substantial pavement restoration when the mains are replaced.
The engineering authorization — described in the packet as $135,000 for infrastructure engineering related to the Jefferson Street project — was approved ahead of the loan authorization so design work can proceed. Staff said they separated the loan and the design funding but that the engineering work is part and parcel of the same project.
The loan order to complete the Jefferson Street project was approved on a unanimous vote. No contractor award for the construction portion was made at the meeting; the item authorizes financing and design so the project can move to bidding and construction.
