Board approves downtown tournament at lawn park without alcohol while city reviews park designation

The Park Board of Commissioners on June 4 approved a permit for a downtown Cornwall tournament at the lawn park for June 21, but the board barred alcohol for that date while the city reviews whether the space should be redesignated out of the parks inventory.

Nick Cecillio (chairing the meeting) said he had discussed the request with the mayor's office and the city law department and recommended permitting the June event without alcohol because a city ordinance currently prohibits alcohol in parks. "My suggestion would be to just approve his event with the idea that you can't have alcohol in a park," Cecillio said, adding he would work with the law department to consider transferring ownership or reassignment of the space to allow future licensing.

Commissioner Amber Burns moved to approve the June 21 event with the stipulation that the organizer obtain insurance and meet standard event protocols; Commissioner Victor Farias seconded. The motion passed 4-1 with Commissioner Helen Rigo opposed. Cecillio told the board that if the property is redesignated away from parks before later events, the organizer could pursue licensing and work with the licensing board for alcohol service.

Board members discussed practical concerns for the June event including crowd size, street proximity and whether a police detail or other public-safety measures would be required; the board conditioned the approval on insurance and other routine event protocols. Staff said they would work with the mayor's office and the law department to determine the appropriate long-term ownership or department assignment for the space and return the matter to the board.
