Salem City Council reallocates $2.86 million from Canal Street utility program to other projects

May 20, 2025 — The Salem City Council voted to appropriate $2,861,344.99 of unexpended funds originally tied to the Canal Street utility program, authorizing those monies to be used for other city projects.
Reporting for the Committee on Administration and Finance co-posted with the Committee of the Whole, Councilor Merkel said the Canal Street utility program is complete and the committee recommended the appropriation by roll call vote. “Same as previously discussed, and I wanna thank our finance director for her due diligence and always staying on top of this kind of cleanup,” Merkel said during the meeting.
Madam Clerk called the roll and the council recorded 10 members voting in favor with one absent; the meeting record lists the voting yes responses from Councilor Watson, Councilor Stott, Councilor Mercillo, Councilor Merkel, Councilor Jerslow, Councilor Harvey, Councilor Hopworth, Councilor Davis, Councilor Cohen and Councilor Prozniewski.
Councilors said the item had been discussed in committee and was being moved to the full council with a positive recommendation. The committee described the appropriation as cleanup of a completed capital program and recommended applying the unexpended funds to other municipal projects. Because this was a special meeting, there was no public testimony on the appropriation.
