The Kirksville City Council approved multiple zoning variances including two commercial sign variances requested by Casey’s for locations at 1009 North Osteopathy Street and 1620 South Baltimore Street, and a one‑year temporary variance at 901 West Shepherd Avenue for a property owner planning to construct a single-family home.
City planner Sarah Knight reported the Casey’s requests sought relief from section 44-6-22(b)(5)(e)(2) of the municipal code to increase the number of canopy signs so the retailer could maintain uniform branding across sites; staff recommended approval and noted the variance is similar to prior approvals. The council voted for first and second readings on both Casey’s ordinances and approved them.
Separately, staff described the property at 901 West Shepherd as having contained “a very dilapidated trailer” that the owner had demolished; the owner requested a one-year temporary variance from section 44-1-32 to allow more time to rebuild amid volatile construction and material prices. Staff recommended approval as a reasonable accommodation to support housing improvement. Council members who said they had been neighbors or observed the demolition supported the variance; Steve Montgomery, a nearby resident, told the council removing the trailer would improve property values.
All three variances passed by voice vote during the meeting. Staff said the temporary variance is for one year and that the owner plans to build a single-family home; the council did not attach additional conditions in the public record during the meeting.
