Lakemore council renews backup operator contracts and joins Summit surface-water partnership

The Village of Lakemore council approved a set of measures to maintain certified operator coverage and to participate in a county surface-water partnership.
Council adopted Resolution No. 7471-2025 authorizing renewal of a 12‑month contract with K & S Operations to serve as a backup certified operator for the village public water system on an as‑needed basis. The resolution directs the village administrator to seek renewal or replacement one month before contract expiration and attaches a copy of the contract to the record. The council declared the resolution an emergency in the interest of health, safety and welfare.
Council also adopted Resolution No. 7472-2025 to renew a 12‑month contract with Stark Environmental Services as a backup certified operator for the village public sanitary sewer collection system, with similar renewal and emergency provisions and the contract attached to the record.
In a related action, the council approved Resolution No. 7470-2025 accepting the Summit County Surface Water Management District Community Partnership Program Agreement and attached the agreement to the village record. That resolution was also declared an emergency measure to take immediate effect.
Council approved each item by roll call. The resolutions emphasize the village’s statutory requirement to staff certified operators and the village’s intent to maintain continuity of operations through contracted backup services and county partnership participation.
