Plan Commission recommends rezoning outlots to Parks and Recreation to match planned park uses

The Village of Cross Plains Plan Commission on June 2 recommended a map amendment to rezone portions of village-owned outlots from Conservancy to Parks and Recreation.

The parcels approved for rezoning include Outlot 6, Scenic Valley Subdivision, and Outlot 1 in the Cedar Hill division. Commissioners said the change is intended to align zoning with the on-the-ground uses the village plans or allows, such as a possible pump track and associated parking for active park facilities.

A public email entered into the record noted technical survey requirements: the correspondent said the survey was prepared as an AE-7 survey and that the certified survey should be filed with Dane County and include a note that the survey establishes a village-use zoning parcel and does not represent a new land division. Staff and commissioners agreed that the commission action should be recorded with a clear legal description and that staff should follow up on any title or deed restrictions before final recording.

Staff advised that rezoning the right-of-way is not appropriate; the commission confirmed it would not rezone adjacent public right-of-way. The commission noted this rezoning is primarily a record‑keeping and cleanup action to make zoning match intended park uses while acknowledging the parcels are village-owned and in many cases came to the village through subdivision dedications.

A motion to recommend rezoning the listed outlots from Conservancy to Parks and Recreation carried on a roll call vote.

Next steps: staff will ensure survey filing and recordation steps are completed and will follow up on any deed or title restrictions identified in title work or survey records before the final ordinance proceeds to the village board.
