Carmel board awards Towne Road crosswalk contract, approves three road‑bond professional services

The City of Carmel Board of Public Works and Safety on June 4 awarded the pedestrian crosswalk improvements contract for Towne Road to Calumet Veil Contractors Inc. and approved three professional services agreements tied to the city's 2024 road bond.

Brad Pease, director of engineering, said the lowest responsible bid for the Towne Road pedestrian crosswalk improvements was Calumet Veil Contractors Inc. at $3,566,000. Other bids recorded during the board’s bid opening were Reith Riley Construction Co., Inc., $3,567,044.53; Yarberry Companies Inc., $3,711,382; and All Star Paving Inc., $3,804,484.55. Pease recommended awarding the contract to Calumet as the lowest responsive, responsible bidder. The board voted to approve the award; the motion carried.

The board also approved a $192,500 request for professional services from American StructurePoint, Inc. for additional work on a 2024 road bond–funded urban core traffic study. Pease described the study area roughly as Smokey Row to Carmel Drive and Guilford to Keystone and said the study will guide future road‑project decisions amid new development and increased density.

Separately, Engineering Resources, Inc. was approved for $124,860 and WE Engineers was approved for $113,000 for preliminary survey and design services for the Autumn Greenway and Veterans Way connection. Pease said the two firms are partnering on survey and early design for a conceptual path roughly along Autumn Greenway that would connect the Monon Trail to Old Meridian. The board voted to approve both Autumn Greenway items together.

All three professional services agreements and the Towne Road contract were presented as coming from the 2024 road bond. No changes to project funding sources or schedules were detailed during the presentations.

Pease read the bid totals into the record and recommended award; the board moved and voted to approve each item without recorded dissents.
