Fort Myers Beach panel ranks firms for floodplain management and GIS under RFQ 2406

The meeting matters because the committee’s rankings will shape the town manager’s recommendation to the council on which firms are considered most qualified for floodplain planning and GIS services — work that can affect permitting, mapping and local hazard planning.
Committee members said the RFQ was issued on July 19, 2024, and the first selection advisory was held April 3, 2025. Glavin noted the town’s chief financial officer, who recently left the town, submitted rankings before departing and that those rankings remain part of the record. The panel confirmed it had a physical quorum for today’s clarifications.
For the floodplain management category (1.15), the committee’s point totals and top five rankings reported by Glavin were: Axis (total 442 points) ranked No. 1; Johnson Engineering (412) No. 2; Cap Government (404) No. 3; JR Evans (387) No. 4; and AIM Engineering (366) No. 5. Glavin read each committee member’s numeric scores aloud during the meeting.
In the GIS category (1.19), the top five firms and point totals presented were: Tetra Tech (375) No. 1; Aim Engineering (342) No. 2; Axis (328) No. 3; Bowman Consulting (321) No. 4; and LJA Engineering (319) No. 5. Glavin again read the individual committee rankings into the record.
Glavin said the committee will take the top firms from today’s clarified rankings and combine those with the list of 18 firms identified at the April meeting to formulate the formal recommendation. She cited the town’s purchasing ordinance when the committee confirmed how many firms to include: “no less than 3,” she said, and later stated the process was “in compliance with our purchasing ordinance.”
The committee did not take a formal vote at the meeting. Next steps, as described by Glavin, are for the committee to finalize the ordered recommendation and for the town manager, after review, to forward that recommendation to the town council for consideration at its next regularly scheduled meeting.
The discussion was procedural and focused on scoring clarifications; no contract awards or council decisions were made at the advisory session.
