Gurnee approves $500,000 design contract for Fuller Road reconstruction

GURNEE, Ill. — The Village of Gurnee on June 2 authorized a professional services agreement with CivilTech for design and engineering of a Fuller Road reconstruction project, with the contract capped at $500,000.

A village staff member described Fuller Road as an approximately 1.2-mile corridor that functions as a connector between Grand Avenue and Stearns Road and serves nearby neighborhoods. The design scope includes full roadway reconstruction, potential realignment, replacement of an aging cast-iron water main, stormwater improvements and possible pedestrian facilities such as a multiuse path.

Village staff said the project will be designed in this contract and construction will be bid in a future budget year. The consultant selection started with a request for qualifications sent to 12 firms; staff shortlisted three firms and interviewed finalists before selecting CivilTech, a firm the presenter said has about 35 years of transportation and civil-engineering experience with offices in Milwaukee and Chicago. The contract amount not-to-exceed $500,000 reflected staff estimates for design and plan preparation.

The board approved the ordinance authorizing the agreement by unanimous roll-call vote after a motion by Trustee O’Brien and a second by Trustee Garner. Staff emphasized that the current action covers design only; any construction work will be presented separately for budgeting and bidding.

Trustees noted the project’s potential to add pedestrian connections in areas that currently lack sidewalks and to replace aged water infrastructure. The village will continue coordination between Public Works, Community Development and the selected consultant as the project advances through design.
